摘　　要：当前宏观经济增长放慢,在国资委对企业业绩考核中经济增加值(economic value added,EVA)和资产负债率所占权重越来越大,供电公司可用投资额度进一步减少。供电公司的战略目标是在实现社会责任的前提下追求经济效益,因此改进投资项目评价的方法对提高供电公司投资合理性非常重要。以重庆市供电公司项目为研究对象,提出了改进的效用综合评价模型,从战略目标和项目自身属性2个方面出发,根据战略目标项目化的理论将战略目标分解并以此来构建评价指标体系,结合定性与定量的分析方法对其进行全面评价,为下一步的项目群决策提供参考依据。通过对不同项目进行比较分析,表明模型具有较好的应用价值。Owing to the slowing down step of current macro economy, in the achievement assessment of enterprise performance by State-Owned Assets Supervision and Administration Commission （ SASAC）, the weights of asset-liability ratio and economic value added （ EVA ） are increasing, and the available investment quota of power supply company is further reduced. The strategic objective of power supplycompany is to pursue economic benefits under the premise of social responsibility realization, so the improvement of project evaluation method is very important for improving the investment rationality of power supply company. Taking Chongqing Power Supply Company as the research object, an improved utility comprehensive evaluation model is proposed, which establishes the evaluation index system from two aspects of strategic objectives and projects＇ properties, based on specifying the strategic objectives theory by projects. The evaluation index system could comprehensively evaluate projects by using quantitative and qualitative analysis method, and could provide references for the decision-making of a group of projectsin the future. The comparative analysis on different projects shows that the model has good application value.
