摘　　要：政府公信力是整个社会信用体系的核心与支柱,是地方政府政治合法性的基础,也是实现社会良性运行与社会和谐的重要保障。而实践中依然存在地方政府以民为本行政理念缺乏、行政行为不规范、价值取向有时背离公共利益等现象,究其原因主要是受历史文化因素及政府自身因素的影响。公共治理视域下提升地方政府公信力必须深化行政体制改革,促进政府职能转变;优化公共政策制定程序,提高政策可信度;规范地方政府治理行为,推进依法行政;引导社会组织合理发展,促进多元主体合作共治。government credibility is the core and pillar of the whole social credit system as well as the basis of the political legitimacy of local governance, and is also the guarantee for social harmony and smooth operation. In practice, due to the impact of historical and culture factors, there is still a lack of administration concept based on the people and certain extent of non-standard administrative actions, while the value orientation of the government sometimes deviate from public interest. To enhance credibility of local governments under the perspective of public governance, administrative reform must be deepened to transform functions of the government, policies and decision making dures must be optimized, management actions must be standardized, and legal administration must be ensured proceto produres must be optimized, management actions must be standardized, and legal administration must be ensured to promote rational development of social organization and cooperation-cohabitation.
