政府引导型区域科技金融服务体系建设理论及实证研究——基于苏州板块的调研分析

摘　　要：加速构建现代科技金融服务体系,合理界定政府职能,是实施国家自主创新战略的重要举措。从政府角色分类视角出发,将政府引导型区域科技金融服务体系分为科技金融产品建设、科技金融信息建设、科技金融制度建设和科技金融市场建设4个方面,分析了政府引导型区域科技金融服务体系的网络构成和运作机制。以苏州为例,实证研究了苏州市科技金融服务体系的制约因素和发展对策。It is an important measure for the implementation of the national strategy of independent innovation to accelerate the establishment of modern technology and financial service system and define rationally the government function in this system. From the perspective of constructing the government functions, this paper divides the government guidance type of regional scientific and financial service system into four parts that include construction on scientific and financial product, information, institution and market. Then it points out the network and operation mechanisms of government guidance type of regional scientific and financial service system. Finally, with the example of Suzhou city, the paper analyzes the feature, restricting factors and the development of countermeasures for scientific and financial service system in Snzhou.
