摘　　要：微博是新媒体的表达形式之一,微博政治文化是政治文化的重要组成部分,是微博技术催生的新生事物。微博政治文化具有政治文化的基本功能,又具有微博之"微"的特色。微博政治文化在改变意识形态格局、保持政治输入和输出保持平衡、提供政治发展动力、丰富政治语言、促进官民互动、实现政治平等、宣泄政治心理等方面具有积极作用。在掀起非理性狂热、降低政权信任度、传播革命心理、扩散仇恨、降低思维能力等方面具有消极作用。微博政治文化利大于弊。及时公开信息、加强法治建设、提高公共道德建设、通过辩谈形成重叠共识、改进教育方式等都是发挥微博政治文化的正向功能、弱化其负向功能的有效措施。Micro - blog is one of the forms of new media whoes political culture is an important part of political culture and it is a new thing in the birth of the micro - blog technology. Micro - blog political culture has the basic function of political culture and also has for- mated its ＂micro＂ political characteristics. Micro - blog palitical culture plays a positive role in changing ideology pattern, keeping the political input and output balance, providing the power for political development, riching political language, promoting officials interac- tion, realizing political equality, catharsis their political psychology and so on. And also has its negative side in setting off a irrational fa naticism, reducing the power of trust, spreading revolutionary psychology, diffusing of hatred and reducing the ability of thinking. Micro - blog political culture has more advantages than disadvantages. The effective measures to enhance the positive side and to weaken its negative function are timely disclosing information, strengthening the rule of law, improving the construction of public morality, debating about the formation of overlapping consensus, strengthening the construction of Marx ＇ s micro - blag, improving the education way and so
