摘　　要：通过分析我国农业环境的气候、资源、环境和生态平衡等方面存在的问题之后 ,提出了我国农业的发展战略 :完善农村政策体系 ,实行多种形式的土地经营体制 ;资源管理法制化 ,遏制恶化态势 ;贯彻“科教兴国”方针 ,提高人口素质 ;改善生态环境 。Based on the detailed analysis of the agricultural environment problems,which include four aspects-climate,resources,environment and ecological balance,the agriculture-developing strategies are presented:①to improve the nation policy systems and practise poly-form of land-management;②to prevent them from worsening,the resources must be legally managed;③to put the policy of “thriving nation by science and education”into effect,and to develop the quality of population;④to improve the ecological environment and carry out the sustainable development of agriculture.
