摘　　要：旅游业的功能性产业特征呼唤相关部门的积极响应,旅游业国家战略的实施要求建立促进旅游业发展的工作机制。旅游功能规划是相关涉旅部门为发挥自身旅游功能、支持旅游发展而编制的专项规划,旨在建立涉旅部门对旅游的响应机制和部门之间的协调机制,更好地实现旅游业的科学发展、带动作用和多元功能,其内容主要涉及3个方面:基础条件分析;目标、战略与主要任务;实施保障体系。旅游功能规划从设想提出、理论完善、技术成熟到付诸实践需要较长时间,应按照积极稳妥、循序渐进、因地制宜的原则逐步推进。The functional characteristics of the tourism industry calls for positive responses of related departments, and the implementation of taking tourism development as national strategy demands the foundation of facilitating mechanism to advance the development of tourism. Tourism functional plan is a specialized plan for releasing tourism function and supporting tourism development which is carried out by the related department of the tourism industry. It aims to set up the responding mechanism for tourism and the coordinating mechanism among the related departments of the tourism industry in order to achieve scientific development, play a leading role and realize diversifies functions of the tourism industry. Tourism functional plan comprises three contents： analyzing the basic conditions; clarifying targets, strategies and major tasks; setting up the supporting system. It might be a long way to go from proposing the hypothesis, perfecting the theory, improving the techniques to putting it into practice. Hence it should be gradually propelled according to these principles： being active and steady; carrying out step by step; considering the local circumstances.
