竞争视角下的大学“行政化”本质与“去行政化”路径选择

摘　　要：大学"行政化"是在国家逐步放松对高等教育的管制并将竞争因素引入高等教育领域的过程中出现的,其本质是行政权力参与高等教育竞争,导致高等教育竞争不公。大学"去行政化"的关键措施,不是去除大学的行政管理,而是要阻止行政权力参与竞争性教育资源特别是教学资源、科研经费的争夺。为此,国家教育行政管理部门必须为高等教育制定竞争规则,并保障这些规则得到有效实施。The phenomenon of university administrativization in China emerges in the procession of deregulating high education increasingly and bringing competition mechanism into high education. The essence of the problem is that administration power participates in high education competition and results in the unfair competition. The key measures of de-administrativization in university is not removing the administration, but preventing administration power from competing the resources of teaching or research fee. National educational administrative department is expected to enact the rule of high education competition and guarantee its enforcement.
