摘　　要：随着中国产业结构的进一步调整,城市就业形势日趋多变,灵活就业人员数量不断攀升。以苏州市为例,调查了目前灵活就业人员社会保险政策和参保情况,发现目前灵活就业人员社会保险存在灵活就业人员参保意愿不高,政策执行宣传不力等问题,提出了可以通过政府、企业、社会组织以及灵活就业人员四方协同努力的解决措施。Along with the further adjustment of Chinese industrial structure, the urban employment is more flexible and there are an increasing number of flexible employees. Based on the survey of Suzhou, the pa-per studies the current flexible employment policies and social security insurance, deals with the problems concerning incomprehensive social insurance policies and a gap between different careers as well as lack of advocacy and proposes that government, enterprises, social organizations, and flexible employees should work together to solve the problems.
