摘　　要：我国有大量的政府投资项目,但由于法律法规的不健全,使得政府投资项目与既定目标有较大的偏离。将建国以来我国政府出台的政府投资政策法规分为三个阶段进行分析,总结中央政府和地方政府出台的相关法律法规的特点,并与美国联邦采购法规体系进行对比研究,认为我国政府应尽快出台一部统领全局的政府投资法规,并建立政府投资政策协调办公室,对各个部门出台的政府投资管理办法进行统筹管理。There are many governmental investment projects in China. Due to the distemperedness of laws and regulations, there is a large deviation between the governmental investment projects and their goals. This paper tries to divide the relevant policies and regulations issued previously into three parts according to different times stages and then analyze and summarize the freatures of these governmental and local investment laws and regulations. Then, a comparative research between them and those of the United States Federal Acquisition Regulation System. It is concluded that the Chinese government should enact a law of comprehensive government investment regulation system, and establish a governmental investment policy coordination office to supervise all the governmental investment management introduced by various departments.
