政府购买体育公共服务的可行性及实施构想

摘　　要："政府购买服务"运用到体育服务领域是我国公共服务制度的重要创新,是培育发展社会组织的重要措施。结合体育公共服务和政府购买理论,界定了"政府购买公共体育服务"的概念;从政府购买体育公共服务的现实需要、理论依据并结合国内外的实践分析了"政府购买服务"在体育公共服务领域运用的可行性;针对性提出政府购买体育公共服务的政策制度、基本原则、操作流程构想,以期为优化社会组织发展环境,推进社会组织有序建设和良性发展提供富有价值的决策参考,并为政府购买体育公共服务提供参考范式,为"政府购买服务"这一新型公共服务供给方式的完善做积极的探索。The application of Government Purchase of Public Services into the field of sports service is an impor- tant innovation to the public service system, as well as a vital measure in the development of social organizations. Combining the theory of Sports Public Services with Government Purchase of Public Services, the paper defines the concept of Government Purchase of Sports Public Services, and explains the behavioral factors and the role of government in Government Purchase of Sports Public Services. Based on the practical needs, the theoretical foundation and the practice home and abroad in the field of government purchase of sports public service, the theory analyses the feasibility of the application of Government Purchase of Pubhc Services into the field of sports service , puts forward the conception of the policy system, basic principles, practical procedure, and evaluation and supervision in government purchase of sports service on government purchase of service, and provides a ben- eficial exploration to the continuous improvement of this new public service supply mode. Hence, the paper is a rich source to refer in order to optimize social organization development environment, to promote social organiza- tion construction and development, and to provide reference model for the Government Purchase of Sports Public Services.
