摘　　要：处理好中小城市社会治安问题是建设和谐中国的关键要素。当社会治安状况严峻,公安机关采用"整体作战法"有其合理性;但随着社会治安生态的变化,这一犯罪治理策略也要根据新的形势进行必要的战略调整,包括根据社会治安生态形势调整社会治安管控方法、调整考评标准、合理配置警务资源、提高警务资源使用效率等。It is reasonable for the public security bureau adopts Integrated Policing Strategy（IPS） when they are facing severe crime situation;However,while the crime drops,those strategies should make necessary adjustments in order to keep pace with the decreasing crime situation.The social control method,evaluation standard and efficiency of policing resources should be taken into consideration.
