摘　　要：2012年频发的群体性事件折射出当下我国行政决策的非科学性与非透明性,建立健全的行政决策风险评估机制势在必行。行政决策风险评估制度在整体上呈现二维结构,其理论基础在于行政法政策学的进步与行政过程论的发展,其程序上可以分为风险评估与风险管理两方面,风险评估主体亦表现为行政机关与公众相互对立又相互促进,风险评估标准也在价值进路与技术进路之间寻找方向。Frequent occurrence of mass incidents in 2012 reflects the opacity of executive decision,so it is necessary to establish a sound administrative decision-making risk assessment mechanism.Administrative decision-making risk assessment system presents a two-dimensional structure as a whole,its theoretical basis lies in the progress of administrative policy and development of administrative process theory,and procedurally it can be divided into risk assessment and risk management,the subject of risk assessment is characterized by an administrative organ and the public opposing as well as promoting each other,the risk assessment standard is also groping for direction between value and technology.
