摘　　要：为解决新型农村合作医疗方案研制的复杂关键技术与方法在基层不可操作、难以推广的难题,遵循"安全、准确、人性化、易操作"等原则,课题组以"Struts+Spring+Hibernate"框架为基础,研发了新农合决策平台。该平台包括基本信息填报和数据库导入、方案评价、方案推荐、方案调整、系统管理5个功能模块,为新农合基层管理者科学制定补偿方案提供了简单、便捷的操作平台。In order to solve a series of problems on spreading complicated techniques in implementing the New Rural Cooperative Medical System（NRCMS）in grass roots and follow the principle o＂fsafety,accuracy,humanization and easily operating＂,the research group developed a decision-support platform of the NRCMS on the basis of＂Struts ＋ Spring ＋ Hibernate＂framework.The decision-support platform included five functional modules：information collection and database importing,scheme evaluation,scheme development,scheme amendment and system management,which was provided as a simple and convenient tool to develop reimbursement plans for the grass-roots managers.
