摘　　要：分析了构建中国特色粮食安全法体系具有的法制建设和法学发展两个方面的重要意义。回顾了中国特色粮食安全法体系建设过程,认为构建中国特色粮食安全法体系不但要继承中国粮食政策与法律史上的本土资源,还要借鉴发达国家和其他发展中国家的粮食法治建设经验,而且对于中国特色粮食安全法体系的基础理论进行研究也必不可少。提出中国特色粮食安全法体系的基本框架,涉及法律、行政法规、地方性法规和行政规章。The tics in the two paper analyzes the significance of constructing food safety law system with Chinese characteris- aspects law construction and law development, it reviews the construction process of food safety law system with Chinese characteristics, which involves not only inheriting local resources in the history of China＇ s grain policy and law, but also drawing lessons from developed countries and other developing coun- tries in the law construction of grain. The paper suggests that it is indispensable to do some basic theory study in the food safety law system with Chinese characteristics, and puts forward its basic framework, including the laws and administrative regulations, local decrees and administrative regulations.
