论北洋政府时期云南灾情的严重性

摘　　要：受自然和社会双重因素叠加影响,北洋政府时期云南灾情格外严重。主要表现在:民国云南死亡千人以上的3次地震灾害均发生在北洋政府统治时期;霜灾酿成云南近代史上最严重饥荒;疫情严重威胁云南公共卫生安全;政府救灾能力有限,助推了灾情蔓延。By the dual impact of natural and social factors, Yunnan natural disasters were exception- ally serious during the Beiyang Government, which mainly reflected in： three earthquakes resulting more than a thousand of deaths during the Republic of China in Yunnan occurred all in the Beiyang Government; the frost disaster caused the most serious famine in Yunnan＇s modern history; epidemic was a serious threat to public health security in Yunnan; limited relief capacity of government, made the natural disasters spread.
