摘　　要：文章结合湖南农业大学科技发展工作实际和科技管理工作实践,针对新时期农业院校科技管理工作转型和体制机制创新,分析了加强农业院校科技管理的重要性,从把握科技工作发展的基本要求与重点;加强科研项目库建设,促进科技发展方式转变;加强科研项目实施与管理,提升科技创新内涵质量与效益;加强科技创新平台建设与管理,充分发挥其聚集项目和人才的作用;以国家新农村发展研究建设为契机,大力推进协同创新与服务等方面提出了加强农业院校科技管理工作的有效途径,以期为推动农业科技工作又好又快发展提供参考。Combined with actuality of development of science and technology and practice of their management in Hunan Agricultural Universities, and in accordance with the transform and mechanic innovation of agricultural universities in new period, the importance of strengthening agricultural scientific and technological management was analyzed in the paper. Effective measures for strengthening management of science and technology in agricultural universities were proposed from such aspects as, grasping fundamental requirements and key points of scientific and technical development, strengthening the construction of library of scientific projects to promote the change of scientific developing model, strengthening implementing and management of scientific programs to boost quality and effect of scientific innovation, strengthening construction and management of innovative platform for gathering programs and talents, taking the opportunity of construction of new countryside to promote integrated innovation and service. This will provide important reference to promote the sound and rapid development of agricultural science and technology.
