人口老龄化背景下的农地流转问题——以宿州为例

摘　　要：在人口老龄化趋势加快的大背景下,农地流转日益受到了关注。农村人口老龄化程度具有地域性特点,经济较发达地区的农村人口老龄化程度略低,经济欠发达地区的农村人口老龄化程度略高。人口老龄化在宿州市农村表现得更加突出。宿州市应对农村人口老龄化,应尽快完善土地流转政策及措施,主要包括培育职业农民,发展现代农业;推进土地流转,提高种粮效益;推动土地流转制度创新,改善农业经营;调整人口政策,鼓励人口回流等方面内容。With fast aging population, rural land circulation catches more attention. The aging population in rural areas bears the charac- teristics of low level in developing regions and high level in developed regions. Problems brought about by aging population in rural areas of Suzhou are severe. The local government shall improve land circulation policy and related measures to cultivate professional farmers, develop modern industry, increase benefits of growing crops, create system of land circulation, make better agricultural management, revise population policy and encourage population backflow.
