摘　　要：将关系治理纳入以正式契约治理为主的公共项目治理形成二维治理框架,构建公共项目治理绩效度量概念模型。提出了公共项目契约治理和关系治理二个维度核心要素,随后通过三个关键问题,即量表开发、采用结构方程模型揭示契约治理和关系治理二维构面的关联作用机理、运用多案例研究等验证公共项目治理绩效度量概念模型的有效性。This paper shows core elements of two dimensions in project governance, including contract governance and relationship governance. On this basis, it builds three key problems of empirical research, including scale development; using structure equation model （ SEM ） to reveal contractual governance and relational governance＇ s role mechanism which are as- sociated in two-dimensional frame surface; using the case study method and so on; which three steps verify the effectiveness about the measurement of public project governance performance.
