摘　　要：目的了解基层医疗卫生机构基本公共卫生服务人力资源现状,为促进基本公共卫生服务均等化提供对策和建议。方法制作统一的《基本公共卫生服务项目工作现状调查表》,调查辖区20个乡镇卫生院基本公共卫生服务人力资源。结果卫生院从事基本公共卫生服务人员占卫生技术人员比例为25.89%,公共卫生服务部专、兼职人员比例分别占95.71%和4.29%,在岗在编和合同制聘用工分别占38.95%和61.05%,医护人员比例为1∶0.90,高级、中级、初级、士级职称及无职称人员分别占公共卫生服务部人员的0.31%、20.86%、32.52%、22.39%和23.92%,学历以大专和中专为主,分别占41.41%、44.17%,专业以临床医学和护理为主,分别占36.81%、44.78%,48.77%人员工作年限>3年。结论卫生院及乡村医生人员配备基本达到了国家指标要求,但基本公共卫生服务人力资源还处于劣势。Objective：To learn about the present situation of human resources of the basic public health service in medical institutions at grassroots and provide countermeasures and suggestions for equalization of the basic public health service. Method：Unified Questionnaires for the Present Working Situation of the Basic Public Health Service Items were made to investigate the human resources of the basic public health service in township medical clinics. Result：The number of the personnel in township medical clinics accounts for 25.89% of medical workers;the numbers of full-time and part- time staff of public health service account for 95.71% and 4. 29 % respectively;the numbers of on-the-job medical workers and the ones by contracts and appointments account for 38.95% and 61.05% respectively; the ratio of medical workers and nurses is 1：0. 09;the numbers of medical workers with tide of a senior, professional post, medium-grade professional tide,junior title,assistant doctors,and non-tide workers account for 0. 31% ,20. 86% ,32. 52% ,22. 39% and 23.92% with the most having educational backgrounds of junior college and secondary technical school accounting for 41.41% and 44. 17% respectively,majoring in clinical medicine and nursing;and the years of working of the 36. 81% ,44. 78% and 48.77% workers are longer than 3 years. Conclusion：The distributions of health clinics and medical workers meet the basic requirements of national indicators but there is still the disadvantage in human resources of the basic public health service.
