县级土地整治规划社会影响评价研究

摘　　要：研究目的:通过分析县级土地整治规划社会影响的内容,初步探讨县级土地整治规划社会影响评价指标体系及方法。研究方法:定量和定性分析法、问卷调查法、综合评价法。研究结果:土地整治规划的社会影响主要表现在:耕地保护和粮食安全、重大基础设施建设、自然生态和人文景观保护与建设、重点项目安排4个方面。土地整治规划的社会影响评价指标体系主要包括社会稳定、社会公平、社会经济、环境协调4个方面。采用综合评价法将定性和定量分析的结果进行综合集成是可行的。研究结论:开展县级土地整治规划社会影响评价有利于区域政策制定、项目的规划和实施,可从源头上预防和规避规划实施带来的社会风险,确保规划的实施和目标的实现。Through the analysis of the social impact of the county-level land consolidation planning content, this paper discusses its assessment index system and method. Quantitative and qualitative a- nalysis method, questionnaire survey method and comprehensive evaluation method were employed. The social impact of land consolidation planning is mainly displayed in four aspects, including the cul- tivated land protection and food security, major infrastructure construction, ecological and cultural landscape protection and arrangement of key projects. Social impact assessment indicators system of land consolidation planning mainly includes the four aspects： the social stability, social justice, social economy and environment harmony. It is feasible to integrate both of the qualitative and quantitative analysis results by using the Comprehensive evaluation method. Carrying out social impact evaluation of land renovation planning at county level is not only beneficial to the regional policy, project plan- ning and implementation, but also can prevent and avoid the social risks brought by implementing the plan, ensuring the planning implementation and the goal realization.
