摘 要:本文以科技保险各参与主体之间的博弈过程为切入点,对科技保险的社会总效用进行分析。基于参与科技保险的科技企业与保险公司间的博弈情况,分别构建无风险情况下政府不参与和高风险情况下政府参与科技保险的社会总效用模型;并基于参与科技保险的两级政府间的博弈情况,构建两级政府参与下科技保险的社会总效用模型。同时,分别基于甘肃省和首批科技保险试点城市对模型所推断的结果予以实证分析。研究分析显示:政府在推动科技保险过程中应加大保费补贴的力度;各级政府对科技保险补贴应根据其对科技保险社会效用的贡献组合的不同而科学地分摊,以实现科技保险社会效用最大化。Starting with the game course among respective participants of science and technology insurance, this thesis aims to analyze total social effects of science and technology insurance. Based on the game played by insurance companies and science and technology enterprises, this thesis constructs a total social effect model in risk-free condition without government and high risk condition with gov- ernment involved. Based on the game played by two levels of government, it also constructs a total social effect model which two levels of government are involved in. Meanwhile, it makes empirical analysis based on Gansu Province and the first technology-based insurance pilot city. The results showed that the government should increase more premiums and subsidies in the process of promoting science and technology insurance. All levels of government should make subsidies portion according to its contribution to the social effect of science and technology insurance, in order to achieve its maximum social effect.
