摘　　要：新加坡政府为了提升中小微企业的科技竞争力,制定与实施了创新与能力券政策,这种政策以赠券的形式对中小微企业在创新、生产力、人力资源管理以及财务管理领域给予各种补贴,在促进产学研合作、科技成果转化方面取得了很好的成效。通过对新加坡政府实施的创新与能力券政策的发展背景、演变历程、主要内容、辅助计划的分析,促进对这一科技创新政策的了解,同时探讨创新与能力券的运作机制及模式,对我国地方政府有效制定创新券政策提供借鉴。Singapore Government has made and implemented innovation and capability voucher policy in order to enhance the techno- logical competitiveness of Micro, Small and Medium-sized Enterprises （MSME） . It gives subsidies for such fields as innovation, pro- duction, human resources management and finance management of MSMEs by issuing ＇free voucher＇ , and has achieved good results in promoting industry-university-institute cooperation and transformation of scientific and technological achievements. This paper analyzes the development background, evolution process, main contents and auxiliary programs of the policy and discusses its operation mecha- nism to provide a reference for Chinese local governments to effectively making innovative voucher policies.
