摘　　要：为优化建设项目的质量目标控制,结合我国建筑市场上工程质量事故频发的现状,引出基于项目治理的工程质量控制分析思路,阐述工程主要参建方的质量责任和影响工程质量的诸多因素;典型案例分析表明,制度环境不利、委托代理问题凸显以及体制、治理和管理脱节导致的参建各方责权利配置不清晰或不合理是诱发质量事故的根本原因;进而从项目组织的外部监管与内部自治两方面探讨保障建设工程质量的举措。In order to optimize the effect of controlling construction projects＇ quality and frequent quality accidents in china＇s construction market, the analytical line on quality of projects is based on project governance is proposed, and all project-related parties＇ responsibilities for quality and affecting factors are elaborated. Then it indicates that unclear or unreasonable distribution of responsibilities, powers and interests between project stakeholders for the adverse institutional environment, the appearance of principal-agent problem, the gap between institution, governance and management is the root cause of quality defects through a typical case analysis. Then measures to ensure quality are explored both from the external supervision out of the coalition and self-government in the coalition.
