摘  要:在大型、复杂的工程施工招标中,综合评标法是一种比最低价中标法等更为适用的评标方法。目前在综合评标法的评价指标选择和评价方法方面有诸多研究,但在评价指标权重方面缺乏正确的分析。分析了综合评标法的适用范围,将其视为解决有限方案多目标决策问题的方法。重点分析评价指标的权重,提出权重是招标人衡量评价指标重要性程度的看法,而与投标人等无关,据此引入本征向量法对评价指标权重进行求解;根据TOPSIS法计算每个投标人的综合评价指数并据此对投标人进行优劣排序,并通过实例分析基于本征向量和TOPSIS的工程施工综合评标法的应用。In large-scale and complex construction procurement auction, a comprehensive evaluation method is more suitable than the first price auction. There are many studies in the criteria selection and the evaluation method of the comprehensive evaluation, but lack of a proper analysis of the evaluation criteria weight. Firstly, this paper analyzes the multiple criteria comprehensive evaluation as a limited program of multi-objective decision-making problem; secondly, focus on the analysis the weight of criteria, proposes the criteria weight is the auctioneers' views, not the bidders', and solved the criteria weight using the eigenvector method; Then calculated the multiple criteria comprehensive evaluation index for each bidder based on TOPSIS, and sort the bidder using this index. Finally, it analyzes the application of the multiple criteria evaluation method in construction based on the eigenvector and TOPSIS using an example.
