摘　　要：回顾了以大用户直购电为核心的中国电力市场发展进程,剖析了大用户直购电交易对中国电力工业可持续发展和提升资源优化配置水平的重要意义,分析了开展大用户直购电对当前电网调度运行的影响,提出了科学设计大用户直购电制度的重要原则。在此基础上,开展了市场准入、交易方式、交易品种、合同交割、输电定价、市场体系等制度创新设计,其中包括培育大用户直购电市场的激励机制、考虑中国产权制度非市场化的交易方式、大用户直购电二级市场、有利于电网安全的输配电价格机制、大用户直购电交易的金融交割方式,以及大用户直购电交易的配套措施。The development generation enterprises and process of China＇s electricity market large customers is reviewed, and the development of China＇s electricity industry and optimal resource based on large-scale direct electricity purchase between significanee of direct electricity purchase for sustainable allocation is analyzed. Moreover, the impact of direct electricity purchase on the existing power dispatch mode is revealed, and the main principles for the institution design of direct electricity purchase are proposed. On the above basis, an innovative design for direct electricity purchase is proposed, including market entry rules, trade mode, trade category, contract delivery, transmission pricing, market systems, etc. Also included is an incentive mechanism for cultivating the market, a trade mode considering the non-market property right system in China, a secondary direct electricity purchase market, a transmission and distribution pricing mechanism beneficial to power system security, a financial contract delivery method and some supporting measures for direct electricity purchase.
