摘　　要：政府购买公共服务作为提升服务质量和效率的有效途径,是现代政府治理的一项重要制度创新,随着购买服务实践的快速推进,政府的治理模式从单一治理向合作治理转变。我国政府向社会组织购买服务探索不断增多,也取得了一定的成效,但地区间差异较大。本文以豫东地区的实地调研为基础,立足基层政府向社会组织购买公共服务的实践,分析基层政府购买服务的制约因素,提出实现有效购买的现实路径。As an effective approach to improve the service quality and efficiency,The government purchases public services is an important institution innovation of modern government management.With the rapid development of public service purchase,the government's governance mode is changing from single governance to cooperative governance.The government purchases more and more public services from social organizations and gets certain effects.However,this behavior differs greatly from different regions in our country.Based on the research of the eastern region of He'Nan Province and the grassroots government's practice of purchasing public services from social organizations,this paper analyzes the restraining factors which affect the government's service purchase and puts forward the realistic approach to achieve effective purchase.
