摘　　要：海关文化建设是响应党的十八大"扎实推进社会主义文化强国建设,推动社会主义文化大发展大繁荣,兴起社会主义文化建设新高潮,提高国家文化软实力"号召的重要举措,是准军事化海关纪律部队建设的重要内容,是建设"让党中央放心、让人民满意海关"的重要保证。海关文化结构系统一直以物质形象文化、制度行为文化和精神理念文化三个文化层面为主流观点,但众人却对三个文化层面之间如何运转研究之甚少,本文有意探索隐藏在其中的线索,以期为建设现代海关文化完善的理论基础尽一己之力。Customs cultural construction is an important measure in response to the 18th Party meeting＂ pushing forward the building of socialist culture power,promoting the development and prosperity of socialist culture,raising the national cultural soft power.It＇s also an important guarantee for building ＂the CPC Central Committee assured,people＇s satisfaction Customs＂ and very important content of Paramilitary Customs disciplined forces of construction.Customs cultural structure of the system has been the three cultural dimension as the mainstream view, including presence of substance image cuhure,institutional behavior culture and spiritual philosophy culture.But many think little about how to make movement between the three levels.This article intends to explore the hidden clues to them,to make efforts for completing the theoretical basis for the construction of a modem customs culture.
