摘　　要：目的本研究旨在构建一套科学全面、适用性强的应对突发公共卫生事件的居民健康素养评价指标体系。方法利用两轮Delphi专家咨询法确立评价指标体系,通过Fuzzy综合评判法确定各个指标的权重系数,并通过构建健康素养综合指数对居民健康素养水平进行评价。结果实证评价结果显示,居民应对突发公共卫生事件的能力仍有待加强与提高。结论构建的评价指标体系具有较好的科学性、合理性与适用性。Objective To construct a set of residents health literacy evaluation index system with a character of scientific, comprehen- sive, and applicable to respond to public health emergencies. Methods Establish evaluation index system by using two-round Delphi method, deter- mine weighing coefficient of each index via Fuzzy comprehensive evalua- tion method, evaluate residents health literacy level by constructing health literacy comprehensive index. Results Evidential evaluation result shows that the ability of residents dealing with public health emergencies remains to be strengthened and increased. Conclusion Constructing the evalua- tion index system is scientific, reasonable and applicable.
