摘  要:针对新疆哈密地区水资源短缺严重制约社会经济发展的瓶颈问题,在分析该地区水资源现状、农业灌溉节水现状和工业用水现状的基础上,建立农业节水支持工业发展、工业反哺农业节水的运行机制。通过节水补偿及其相关机制,农民的灌溉劳动强度降低,农业增产,农民增收;置换出的农业用水量用于工业后,产生良好的经济效益。农业节水补偿使该地区实现了农业用水向工业用水的合理转换,解决了工业用水短缺的难题,促进了水资源的优化配置和高效利用,取得了良好的社会和经济效益。Socio-economic development has been restricted by the shortage of water resources. In order to solve this problem, agricultural water saving compensation mechanism has been researched in Hami region of Xinjiang. In analyzing the current situation of water resources, water saving irrigation and industrial water use, the mechanism of "using agricultural water to support industrial development, industry nurturing agriculture water-saving" has been established. The results show that through the compensation mechanism, water right has been reasonably transferred, the problem of industrial water shortage has been solved, optimal allocation of water resources has been achieved, and social and economic benefits has been achieved.
