基于合作视角下的地方政府项目绩效评价——以J市为例

摘　　要：随着中国民主化进程加速,我国地方政府正面临来自于广大市民日益升高的问责压力。为应对这一压力,进入21世纪以来我国许多的地方政府开始对项目进行绩效评价。由于传统评价方式的缺陷,合作式评价日益受到青睐。文章以合作评价模型(MCE)在J市项目中的评价应用为例,在实践中发现合作评价方式具有提供政治支持、促进政策建议落实、规避评价障碍和提升评价技能等优势。J市在评价过程根据中自身特点对模型进行修正,以更好地执行评价战略。J市的案例,也为其他地区评价工作提供了一个借鉴和参考。With the acceleration of democratization in China, Local governments have to face the pressure of accountability from public. Since the 21st century, many local governments have started performance evaluation to projects. Because the de-fects of traditional evaluation methods,collaborative evaluation has been increasingly popular. The article has an example that collaborative evaluation model （MCE） has been applied in J city. In practice,it has the advantage of providing political sup-port,promoting the implementation of policy suggestions,avoiding the evaluation barriers,and enhancing evaluating skills. J city has revised MCE according to its own characteristics in order to better perform the evaluation strategy. The case study of J city provides a reference for evaluation practice in other regions.
