摘　　要：规划实施评估是规划修改的基础和前提,如何对规划实施情况进行科学合理评价具有重要现实意义。在分析传统定性、定量评估方法的基础上,提出以土地利用空间形态变化为导向的定位评估方法,并就定性判断、定量计算和空间定位分析3个方面对规划实施评估方法进行具体阐述。通过引入参与式评估、GIS空间分析和景观格局分析等方法,构建基于定性、定量和定位分析相结合的评估指标体系,以期为推进土地利用总体规划评估修改机制的建立提供参考。Planning implementation evaluation is the foundation and precondition of planning adiustment and it is of realistic significance to give a scientific evaluation of the implementation of planning. Based on the analysis of traditional methods of qualitative and quantitative evaluation, this paper presents the orientation assessment method which is based on the spatial morphological variation of land use and elaborates the evaluation method for planning implementation in terms of qualitative judgment, quantitative calculation and spatial orientation analysis, and then builds the evaluation index system by means of the participatory evaluation, spatial analysis in GIS and landscape pattern index, etc. The research results can provide references and thoughts for promoting the establishment of modification mechanism of the overall land use planning evaluation.
