摘　　要：为探讨现阶段我国在基本公共卫生服务均等化供给过程中存在的障碍,明确下阶段的解决思路和步骤,以常州市为例,采取大规模供方意向调查,从管理层和执行层两个维度对均等化服务供给障碍进行分析。调查发现均等化服务供给主要面临服务流程不明、监督管理不到位、资源投入不足等问题。提示解决均等化服务供给障碍的基本思路:一是在现有资源约束条件下,构建服务实现路径,明确管理技术规范,从而加强资源有效利用;二是逐步调整资源投入,构建均等化服务准入机制,确保均等化高效可持续发展。To reveal the obstacles of delivery of basic public health services equalization, and to make clear the solution for the next stage, this study uses large-scale special survey and intention survey to analyze the obstacles of delivery of basic public health services equalization from management and execution layer view with taking Changzhou City for an example. The delivery is faced with the lack of resource, service process and supervision. The solutions to the obstacles should be two stages. First, find out a management of technical specification as well as a sufficient service way to strengthen the use of resources. Second, improve the investment gradually and establish the access mechanism for the services to ensure the efficient and sustainable development of the equalization.
