摘　　要：运营商之间同质化竞争和快速响应客户的需求,要求运营商必须更快地完成网络建设和业务提供。分析运营商目前的工程建设流程,对可研与设计衔接不足和配套器材采购周期较长给出优化建议,并对通信工程开展二阶段设计进行了分析和探讨。Homogeneous competition between telecom operators and quickly response for customer demand require operators to com-plete network construction and provide service more quickly. It analyzes operators current engineering construction process, gives suggestions for insufficiency of feasibility study report and engineering design engagement, also for long purchasing cy-cle of assorted equipment. It analyzes and discusses two stage design in communication engineering.
