摘  要:农地的生态价值已为各界共识,但长期以来这个价值很难实现为具体价格并落实到具体主体,原因在于农地的生态价值被置于公共领域而难以确权。以产权理论为依据,探讨农地的生态补偿价格如何形成,这种补偿价格归属于哪一主体等问题,并主张由政府牵头,理顺农地作为农民财产权和国家资源管理权之间的关系,将生态价值确权到具体的主体,并以价格方式实现出来,从而形成合理的农地生态价格补偿机制。Although there is a consensus that rural land is of ecological value, usually this value has never been turned into price because the ecological value of rural land is difficult to determine the property rights which are placed in public domain. This paper discussed how the rural land ecological compensation price formed and who owned the compensation price based on theory of property rights. This paper also advocated that the relationship between farmers' land property rights and government's management rights should be defined by government and the farmland ecological compensation idiographic subject must be determined. Clarifying these issues is the prerequisite that we can form a reasonable ecological compensation price mechanism of rural land.
