摘　　要：公共产品的特殊属性,决定了政府是西部农村生态环境治理的主体。但是,现实情况表明,以GDP为核心的政绩考核,弱化了地方政府治理农村生态环境的能力,出现了政府失灵。因此,构建政府为主体、市场补充、村民参与的协作性公共管理,破解西部农村生态环境治理的"搭便车"问题。the special attribute of public product, decided the government is the main body of rural ecological environment governance in West china. Therefore, construction of the government as the main body, market supplement, the villagers to participate in the collaborative public management, solve the rural ecological environment governance ＂hitchhike＇problem.
