摘 要:发电厂全厂停电后,将不可避免地引发很多次生灾害,快速实现黑启动对发电厂有着重要意义,而黑启动电源的正确选择是有效实现黑启动的基础。针对2012年11月极端天气情况下托电公司4条送出线路中3条跳闸的事故,从电源点的选取、保护装置配置、运行方式、五防系统、电量计费系统等方面对黑启动电源系统进行了优化设计,该方案在托电公司实施后,成功、有效地实现了黑启动,社会效益及经济效益良好。Secondary disasters will occur inevitably after power outage in whole plant scope,so to implement black start quickly is of important significance for a power plant. The correct selection of black start supply is the foundation of successful blackstart. Aiming at the trip-out accident of three of the four output transmission lines of Togtoh Power Generation Company Limited at November 2012 caused by extreme weather,a optimized design of black-start power supply system was carried out,in which the selection of the power source place,the protection configuration,the operation mode,the five-preventing system,the electric energy metering system and others were considered. After the scheme was implemented in Togtoh Power Generation Company Limited,the black-start was realized successfully and effectively,and favorable economic benefit and social effect were obtained.
