摘  要:本文以建立符合现代人力资源管理理念、适应铁路科学发展需要的铁路卫生监督所绩效评价体系为目标,运用综合与平衡的哲学思想,借鉴国内外公共组织应用平衡计分卡的成功经验,确定了铁路卫生监督所的使命、核心价值观、愿景和战略目标,并将铁路卫生监督所的战略目标转化为具体的工作指标和行动方案,以突出工作重心,改进组织绩效,调动工作积极性,促进铁路卫生监督事业发展。With the aim of establishing a performance evaluation system for the Railway Health Supervision Institute that tallies with the modern notions of human resources management and suits the need of the scientific development of railway, employing comprehensive and balanced philosophical ideas, and drawing on the successful experience of public institutes both home and abroad in applying the Balanced Scorecard, this paper has determined the mission, core value, visionand strategic goals of the Railway Health Supervision Institute, and has translated the strategic goals of the Railway Health Supervision Institute into specific working indexes and action plans, so as to underline the focus of work, improve organizational performance, muster the worker's initiative, and to push forward the cause of railway health supervision.
