摘  要:民国初年,孙中山投身实业建设,提出10年内筑路20万里的铁路建设规划。鉴于当时政府与民间均无此财力以及过去中国自办铁路的不成功,他创造性地提出以BOT方式为主,大力引进外资,快速推进铁路建设的设想。此设想既有新颖、先进和科学性的一面,也有由于半殖民地半封建社会的中国不具备实施这一设想的政治、经济环境,因此,这个设想最终未能付诸实施。In the early years of the Republic of China, Sun Yat-sen committed himself to the development of industry and made a great plan of constructing 100,000 kilometers' railway in 10 years. But at that time, neither the Chinese people nor government has enough financial resources to put the plan into effect. While in the past, there was very little successful precedent in Chinese railway construction. So, Sun Yat-sen conceived the idea of building railway by introducing foreign investment under the BOT scheme. This idea had its novelty, scientificity and progressiveness, but it might be too idealistic because China at that time did not have the political and economical environment for it. Finally, this idea cannot be put into practice.
