摘　　要：文章以7人表决器为例,阐述了有弃权表决器的设计方法,该方法可扩展到多人有弃权表决器的设计中去,较好地解决通用表决器的实际应用问题。Taking seven - input majority voter as an example, this paper expounds the design method of waiver voter which can be used in the design of multi - user - input voter to better solve the practical problems in the ap-plication of general voter.
