建设环大亚湾新区的战略思考

摘　　要：十八大以来,惠州经济发展面临进入珠三角经济发展第二梯队的巨大挑战,如何突破单一石化产业发展的不利局面,保持惠州经济持久的高速发展,建设环大亚湾新区理论构想应运而生,并形成了规划。但是还存在行政体制壁垒、产业功能单一、经济增长后劲不足、深莞惠经济合作不明显等现实问题,因此应通过成立环大亚湾新区工作领导小组、创新机制建设、优化产业结构、推进粤港澳合作、建设惠州海洋经济强市等措施来实现环大亚湾新区规划的发展目标。Since the 18th National Congress of the CPC, Huizhou has been facing the great challenge to join the Second Echelon of Pearl River Delta＇s Economic Development. How to break through the single petrochemical industry to maintain a high-speed development of economy naturally demands constructing a new Pan-Daya-Bay Area, and the plan has been made. But there exist problems such as bar- riers of administration system, single industry function, and inactive cooperation of Shenzhen, Dongguan and Huizhou. This shows that, in order to achieve the goal of constructing a new Pan-Daya-Bay Area,measures should be taken such as forming a leading group of the new Pan-Daya-Bay Area, innovating system construction, optimizing industry structure, promoting co-operations between Guangdong and Hong Kong and Macao, and enhancing Huizhou＇s marine economy.
