土地规划管理与城乡规划实施的关系探讨

摘　　要：从分析两个规划核心矛盾入手,重点回应了土地规划指标分解缺乏科学性、土地规划布局迁就现状等两大质疑;其次,聚焦于当前城乡规划难以有效实施的困境,提出土地管理手段是实施城乡规划的重要抓手,并重点分析了城乡建设用地增减挂钩与村镇规划、新增建设用地计划与城镇建设用地扩张、土地储备规划与城市规划空间布局导向之间的相互关系;最后得出土地规划的创新和进步将推动城乡规划的变革,土地管理制度的改革和完善应作为城乡规划实施保障措施的重要内容。This paper starts with the core contradictions between urban-rural planning and land use planning and mainly responds to the two queries that the formulation of land use index is unscientific and the land use spatial layout yields to the existing situations. Focusing on the predicament that urban-rural planning is difficult to be implemented effectively, this paper proposes that the land management methods can promote the implementation, of urban-rural planning. It analyzes the interrelation between the balance of increasing/ decreasing the urban-rural construction land and the village and town pranning, that between the plan of new construction land and the expansion of urban construction land, as well as that between the land reserve planning and the spatial guidance of urban-rural planning. The paper concludes that innovation and progress of land use planning will further promote the transformation of urban-rural planning, and the reform and the well-established land management system should be important parts of the supporting measures for the implementation of urban-rural planning.
