英法促进公共文化事业发展政策及经验借鉴

摘　　要：我国公共文化事业政策演进经历了建国初期,改革开放初期和21世纪至今的三个历史发展阶段,由于各种因素的影响和不同发展水平、不同发展任务的制约,公共文化事业也呈现出不同的发展特征。英国的公共文化事业采取的财政政策是非政府中介机构具体分配财政拨款的形式,法国是政府直接拨款,同时他们也采取利用公益彩票融资,加强完善相关立法保护。我国公共文化建设一直在探索中发展,在结合本国国情的基础上,借鉴英法两国公共文化事业发展经验,提出完善法律法规体系,打造多元化融资渠道,加大政府财政扶持力度,加强人才培养等促进我国公共文化事业发展的对策建议。Evolution of China＇s cultural undertaking policy has experienced three historical stages of development ：the early years of the new nation,initial stages for reform and opening - up and the 21st century. Because of the effects of various factors and different development hvel and tasks, there are different development characters in public cultural undertaking. The fiscal policy of British public cultural undertaking is the form which took specific allocation by non - government agency, in opposite, public cultural undertaking accepts directly government grants. At the same time, it takes use of public welfare lottery funding, strengthen and complete the relevant legal protection. Construction of public cultural in China has been developing in the exploration, in combination with national conditions, to promote public cultural undertaking development by using the experience of public cultural undertaking development of Britain and France for reference, presenting completed laws and regulations, building diversified financing channels＇, increasing government financial support, strengthening personnel training, ect.
