摘　　要：地方政府投资项目的选择对地区的经济发展及社会稳定等会产生重大影响。适合的评价方法有助于做出合理的决策。层次分析法是一种定性与定量分析相结合的多目标决策分析方法,特别是将决策者的经验判断给予量化,对目标(因素)结构复杂且缺乏必要的数据情况下更为实用。本文通过案例阐述了层次分析法的应用过程,为相关决策人员提供方法上的帮助。Abstract： The selection of local government-invested projects plays an important role in the development and social stability of regions. Appropriate evaluation methods will help to make reasonable decisions. Analytic Hierarchy Process （AHP） is a multi-objective decision-making method which combines the qualitative analysis with quantitative analysis. Especially, it can be used in situation without complete data. The paper, by using of ease illustrating, describes the application processes of AHP. And provide methodological assistance for decision-makers.
