摘　　要：通过对黑龙江省传统农区现状的分析,近而解析黑龙江省传统农区存在的问题,一是土地资源的稀缺造成人地矛盾,一是农村空心化引起劳动力资源的短缺,三是农村公共事业与城市比差距大。针对相关问题提出了改变现有的二元制度、加大对"三农"的投入、适当增加农村的人口基数和建立人才循环的良性运行机制等路径对策。Through the analysis of current situation and problems of traditional agricultural areas in Heilongjiang,One is scarcity of land resources made the contradiction between adult, two is the rural hollow caused by shortage of labor resources, three is the gap of rural public utilities and the city according to related problems put forward path change two yuan structure, to increase investment of farmers ,agriculture and rural areas in the existing system, proper increase of rural population and the establishment of talent circulation benign operation mechanism.
