摘　　要：为了深入学习贯彻党的十八大精神,上海市经济学会中国特色社会主义经济理论专业委员会与上海金融学院经济发展研究所、图书馆等单位,联合举办"长三角区域城市生态文明建设与政府责任"学术研讨会。与会专家学者紧紧围绕"长三角区域城市生态文明建设与政府责任"这一主题,从两个方面进行了热烈讨论:一是关于城市生态文明建设的内涵与意义问题。认为党的十八大提出了在坚定地走中国特色社会主义道路的前提下,推进我国生态文明建设的战略任务,这对学术界深化城市生态文明建设的内涵与意义的认识,为加快长三角区域城市生态文明建设提供理论支持,具有重要指导意义。二是关于城市生态文明建设中的政府责任问题。认为长三角区域城市生态文明建设是全国生态文明中心的重要组成部分。在现代市场经济体制下,政府职能已从过去的行政命令转变为依法行政,从客观上要求政府必须提高责任意识和执政能力,这就需要加快长三角区域城市生态文明相关法制建设,通过提升法制协调力来推动长三角区域城市生态文明建设,从而更好地保障长三角区域城市经济的协调发展。In order to further study and implement the spirits of the 18th National Party Con- gress, Shanghai city economic society economic the professional committee of Shanghai brary and other units, jointly organized theory of socialism with Chinese characteristics and Finance University Institute for economic development, li- the ＂ Yangtze River Delta regional city ecological civilization construction and the responsibility of the government＂ symposium. Scholar of experts attending the meeting focuses on the theme of ＂the Yangtze River Delta region the city ecological civilization con- struction and the res the connotation and ponsibility of the government＂. The lively discussion covers two aspects： one is significance about the construction of ecological civilization city problems. That the eighteen Party proposed firmly in taking the socialist Road, development strategy the task of ec- ological civilization construction of our country, the understanding of the connotation and signifi- cance of academia deepens the construction of ecological civilization city, provide theoretical sup- port for speeding up the construction of ecological civilization city in Yangtze River Delta region, which has important guiding significance. The other is the responsibility of the government about the construction of ecological civilization in the city. Consiclering the construction of ecological civ- ilization city in Yangtze River Delta region is an important part of national ecological civilization center. In the modem market economy system, the functions of the government from the past ad- ministrative commands into the administration according to law, objectively requires the government to improve the responsibility consciousness and ability, which needs to accelerate the regional city in Yangtze River Delta ecological civilization construction of relevant legal system, to promote re- gional city in Yangtze River Delta ecological civilization construction by improving the legal coordi- nation force, so as to better guar
