摘　　要：实施校院二级管理是当前我国高校内部管理改革的通用选择。在推进我国高等教育科学发展、跨越发展的进程中,一些规模较大的地方性本科院校内部也实施了校院二级管理,有效地提升了地方性本科院校的管理水平和竞争实力。在阐述地方性本科院校实施校院二级管理的重要意义的基础上,探讨校院二级管理的动力机制和责权体系,指出需处理好五个重要问题。The implementation of the university -school, the two- level management, in universities is a general choice for the current university internal management reform in China. In the promotion of scientific development, some local larger universities have also implemented this two -level manage- ment, which has effectively improved the local university management level and the competition strength. Based on analysis of the important meaning of implementation of the two - level management, the present paper studies the dynamic mechanism and the responsibility system of the two - level man- agement and points out five important issues.
