摘　　要：农村微型金融机构作为增强农村金融竞争的新兴力量,其可持续发展对农村经济增长具有重要意义。本文从财务维度、客户维度、业务维度和员工维度四个方面构建农村微型金融机构可持续发展能力测度指标体系;针对农村微型金融机构可持续发展能力测度过程所面临的信息不完全性,引入模糊语言变量来描述专家的评估信息,结合多属性群决策理论,建立不完全信息条件下农村微型金融机构可持续发展能力测度模型,并应用于村镇银行可持续发展能力测度实践以验证其合理性与可操作性,为村镇银行等农村微型金融机构可持续发展能力测度提供新的思路。Rural microfinance institutions a rising force of strengthening the rural financial competitions, so its sustainable development is of significance to the growth of rural economy. The paper establishes an evaluation index system of the sustainable development capability for rural microfinance institutions from the dimensions of finance, customer, business and employee. In view of the characteristics of incomplete information, a measuring model of the sustainable development capability for rural microfinance institutions based on fuzzy linguistic group decision-making method under incomplete information is proposed, which describes appraisal information of decision makers by combining fuzzy linguistic ~ale with multi-attribute group decision-making method. Then we elaborate on how to make good use of this method. Finally ,Village and Township Banks （VTB） are taken as an example in the empirical analysis to illustrate the validity of the proposed model, which provides a fresh idea of measuring the sustainable development capability of rural microfinance institutions.
