摘 要:公务员绩效考核指标体系构建是公务员能力建设的重要环节。本文以胜任力理论为基础,探讨了公务员能力与工作绩效的关系。并以湖北省省直机关公务员为例,将现行的"能力席位"标准与绩效考核指标进行对接,通过指标筛选、因子分析、权重确定等方法,构建了基于"能力席位"标准的湖北省公务员绩效考核三级指标体系及其权重分配。该指标体系,在层级上分为"科级"和"处级",在类型上分为"通用型"和"专业型",综合考虑了职务层级和岗位职责的差异化需求,为实际部门的绩效考核工作提供了科学指导。To construct a civil servants" performance evaluation index system is an important segment for building a civil servants" competency mechanism, This paper discusses the correlation between civil servants" competence and job performance based on competence theory. Civil servants in Hubei provincial authorities will be taken as an example. By means of connecting current competence standards with performance evaluation index, selecting index, analyzing factors and de- termining weighs, a three- level performance evaluation system and its weight distribution will be constructed based on competence standards. By considering different requirements for job levels and job responsibilities, this system, which is hierarchically divided into "section level" and "division level" and divided into "universal" and "professional" in types, offers scientific guide for practical performance evaluation.
