江苏省创新型企业建设优化发展探析

摘　　要：江苏省创新型企业建设经历了从试点到全面建设的发展历程,目前省级创新型企业建设的总体规模比较大,国家级创新型企业规模在全国位于前列,而且发展后劲足,被认定的创新型企业群具有相当的经济影响力,对江苏未来经济发展影响巨大。但是,省内地区之间创新型企业分布和地区创新能力不平衡,创新型企业遴选机制有一定缺陷,支持措施缺少差异化、个性化特色,服务平台发展滞后。因此,需要适当降低准入门槛,实行星级制梯级化管理,进行动态化评价与调整,实施多样化、差异化、个性化培养与支持措施,完善管理制度和服务平台,重视创新型企业的数据库建设,完善企业申报数据的审核制度,建立完善沟通机制,促进全省创新型企业建设更好更快发展。The building of innovative enterprises in Jiangsu Province has undergone the process from pilot programs to full-front construction. At present, the total scale of provincial-level innovative enterprises is relatively large, and the size of national-level innovation-oriented enterprises is leading in the country, with sufficient incentives for further development. The designated innovative enterprise group can exert considerable economic influence on the future economic development of Jiangsu. However, the province shows unbalance in regional distribution and innovative power, as well as defects in the se- lection mechanism for innovative enterprises. The supporting measures lack of differentiation and customized features. The development of service platform is lagging behind. Therefore, we need to lower the entry requirements in a proper manner, and implement the star-rating system for multi-layered management with dynamic evaluation and adjustments. We also need to optimize the training and supporting measures to implement diversified, differentiated, and customized training and sup- porting measures, and to improve the administrative system and service platform. Priority should be given to database build- ing of innovation-oriented enterprises and the improvement of examination and approval system for enterprises＇ application data. It is necessary to establish and improve the communication mechanism to promote the province＇s development of inno- vation-oriented enterprises in a more robust manner.
