摘　　要：基于组织视角,以行为矫正技术为基础,提出改善施工人员行为管理方案:跨组织层面,政府、劳务公司和施工企业通过协同合作与合理分工,保障施工人员的稳定性和基本素质;施工企业层面,以改变施工人员的认知为核心,构建基于行为矫正的行为管理模型。最后提出实现此方案的一些建议。Under the organization perspective and correction technology of behavior, the paper puts forward a proposal to improve the effect of behavior management to builders. The proposal argues that government, labor enterprises and construction enterprises through cooperate and rational division ensure labor for insuring stability of labor provision and basic quality of labors; on construction enterprise level, the paper argues that construction enterprise should build the model of behavior management based on correction technology of behavior to change and optimize the cognition of labor. Finally the paper concludes some suggestions for implementation.
